OFAC Designates Iranian Digital Asset Sector as Central Bank Routes $507M in USDT

The Central Bank of Iran has quietly eased foreign-exchange restrictions, permitting

exporters to utilize Tether (USDT) and Bitcoin (BTC) for cross-border settlements as an

alternative to the state-controlled fiat platform.

To defend the rial, the central bank acquired at least $507 million in USDT according to

Elliptic, routing liquidity through Nobitex before migrating funds to a cross-chain bridge

following an external application-level hack in mid-2025.

In response, Tether executed protocol-level freezes totaling $475 million—comprising

$344 million in April and $131 million in July—on wallets explicitly linked by OFAC to the

central bank.

OFAC concurrently sanctioned four major local exchanges in June—Nobitex, Wallex,

Bitpin, and Ramzinex—which TRM Labs reports processed $7.7 billion, or 78% of Iran’s

$10 billion digital asset volume in 2025.

Demonstrating institutional scale, Chainalysis estimates Iran’s overall crypto

ecosystem at $7.8 billion, with Islamic Revolutionary Guard Corps (IRGC) wallets

accounting for over 50% of fourth-quarter on-chain activity.

Finally, on August 24, the U.S. Treasury formally designated Iran’s entire digital asset

sector under Executive Order 13902, exposing foreign counterparties to secondary

sanctions risks.

Ethereum Foundation Targets 2029 Quantum-Resistant Architecture via Hegotá Roadmap

The Ethereum Foundation Protocol cluster has set a non-negotiable December 2029

deadline to achieve full post-quantum resistance across Ethereum L1’s execution,

consensus, and data layers. To reach full post-quantum deployment at its final planned

upgrade milestone within this timeframe following the Q4 2026 Glamsterdam mainnet

target, core developers must maintain an accelerated 7.2-month average hardfork

cadence. Alternatively, a 12-month Rhythm establishes an intermediate Minimum

Viable Post-Quantum (MV-PQ) contingency milestone two upgrades later to preserve

network operation under reduced guarantees if Q-day occurs as early as 2030. The

immediate scoping sequence centers on the Hegotá upgrade, anchored by two must-ship

S-tier proposals: EIP-7805 (FOCIL) on the consensus layer to mitigate block-builder

censorship, and EIP-8141 (Frame Transactions) on the execution layer for native

account abstraction. Frame Transactions provides cryptographic agility, allowing

accounts to adopt post-quantum signature schemes as an alternative to legacy

secp256k1 keys. Finally, the Protocol cluster will reassess quantum progress with

outside experts in January 2027 while concurrently advancing multi-fork research arcs

in fast finality, privacy, state growth, and zkEVM proofs.

Proposed German Bitcoin Reserve Motion and MiCA Exemptions Face Legislative

Gridlock Despite AfD Polling Surge

According to Reuters reporting, the Alternative for Germany (AfD) party’s federal

platform advocates for extensive cryptocurrency deregulation and filed an October

2025 Bundestag motion proposing the integration of Bitcoin (BTC) as a strategic foreign

exchange reserve asset.

The faction explicitly opposes the European Central Bank’s digital euro project in favor

of constitutional cash rights, while simultaneously seeking lighter regulatory treatment

for decentralized assets under the European Union’s Markets in Crypto-Assets (MiCA)

framework.

Aligning with the industry group Bitcoin Bundesverband, AfD lawmakers argue MiCA is

structurally designed for centrally issued tokens, a jurisdictional debate mirrored across

the bloc by Poland’s three consecutive failures to pass a compliant regulatory

framework.

Domestically, the AfD supports the German Finance Committee’s recent rejection of a

push from the Greens to abolish the existing one-year tax exemption for Bitcoin

holdings.

Regionally, the party secured 43.8% of the vote in the Saxony-Anhalt state election

under candidate Ulrich Siegmund, falling short of an absolute majority in the 83-seat

parliament.

Despite these regional gains and leading national opinion polls, the AfD’s

cryptocurrency proposals remain strictly theoretical, as mainstream German political

parties maintain a categorical refusal to form federal governing coalitions.

Merck KGaA and PwC Germany Pilot Hedera-Based Supply Chain Architecture to

Mitigate EU Deforestation Compliance Risks

Merck KGaA, PwC Germany, and The Hashgraph Group are currently testing a cocoa

traceability system that integrates physical authentication scans with the Hedera

distributed ledger to address impending European Union deforestation regulations.

The pilot utilizes Merck’s M-Trust technology to embed physical security markers on

cocoa bags—which invalidate upon tampering to make first-mile mixing visible—andpairs

these scans with The Hashgraph Group’s TrackTrace platform to record

timestamped origin and compliance data onchain.

Designed to mitigate supply chain contamination risks and regulatory penalties that

mandate maximum fines of at least 4% of a company’s annual EU-wide turnover, PwC

Germany mapped the business processes and workflows for the enterprise

deployment.

To manage corporate cryptocurrency compliance risks, the architecture is designed to

abstract the underlying token mechanics, allowing enterprise clients to interact

exclusively with fiat currencies such as U.S. dollars or euros while the Hedera network

processes the backend ledger entries.

While the current pilot lacks a named cocoa processor or deployment date, the

consortium announced plans to eventually integrate digital wallets for peer-to-peer

transactions to smallholder farmers.

This proposed expansion mirrors a related infrastructure rollout where The Hashgraph

Group is currently deploying similar technology for over three million coconut farmers in

the Philippines.

Visa Integrates Onchain Credit Architecture to Fund $20 Billion Annualized

Stablecoin Settlement Run Rate

Following the passage of the U.S. GENIUS Act and the July launch of its proprietary

stablecoin platform, Visa reported its stablecoin settlement volume surpassed a $20

billion annualized run rate—a greater than 15x year-over-year increase—driven by over

160 stablecoin-linked card programs.

To address the daily working-capital requirements of digital asset-focused card issuers,

Visa is pairing its settlement data with onchain lending infrastructure as an alternative

to traditional warehouse credit facilities.

Through an ongoing pilot program, Visa utilizes daily settlement files and Credit Coop’s

Spigot smart contract to automate a stablecoin-denominated revolving credit facility

secured by settlement receivables.

Visa Principal Member Rain has utilized this architecture since August 2023 to fund its

daily settlement obligations, financing approximately $2 billion across more than 2,000

onchain borrow events and over 7,000 repayment events with zero defaults.

The broader Credit Coop platform has processed $2.7 billion in total smart contract

volume—reducing borrowing costs for participating programs by up to 30%—and

enabled travel card issuer Karta to scale before securing $140 million in June 2026,

comprising a $15 million Series A led by Galaxy Ventures and a $125 million institutional

credit facility from Community Investment Management.

Visa states that direct settlement-data integration can enable same-day funding based

on net settlement cycles, positioning its onchain credit architecture alongside

competing stablecoin platforms operated by Mastercard, PayPal, and Circle.
