OCC Finalizes GENIUS Act Rule for Payment Stablecoin Issuers

The OCC finalized a new federal regulatory framework (12 CFR 15) placing national bank

subsidiaries, nonbank applicants, and foreign issuers under a unified supervisory

structure.

The comprehensive rule establishes strict standards for reserve backing, redemption,

and custody activities, taking effect on January 18, 2027, alongside the underlying

“The OCC’s final rule carries that landmark legislation forward, providing a clear,

practical foundation for private-sector innovation, competition, and American

leadership in digital assets,” said U.S. Secretary of the Treasury Scott Bessent.

JPMorgan Deploys Deposit Token to Ethereum Mainnet

Kinexys by J.P. Morgan, the bank’s blockchain division, extended its U.S. dollar-

denominated deposit token JPM Coin (JPMD) from Base to Ethereum Layer 1, enabling

institutional clients to execute peer-to-peer settlement within public blockchain

ecosystems.

The deployment integrates public Ethereum infrastructure with a platform supporting

automated treasury workflows and native onchain USD liquidity alongside tokenized

money market funds.

Emma Landriault, Global Head of Kinexys Labs at Kinexys by J.P. Morgan, stated,

“Tokenized financial infrastructure is no longer theoretical. It’s already restructuring

liquidity, settlement, and digital asset workflows.”

Revolut Secures Gibraltar Crypto License for Global Expansion

Fintech giant Revolut has secured a Distributed Ledger Technology (DLT) license from

Gibraltar regulators for its new global digital asset arm, expanding beyond its

compliance footprints under UK FCA and EU MiCA frameworks.

The regulatory approval allows the fintech to export digital asset services to non-

European growth markets beyond its primary user base, where over 16 million crypto

users represent 20% of its 80 million total retail customers worldwide.

Emil Urmashin, General Manager of Crypto and New Bets at Revolut, stated, “Securing

our DLT authorisation from the GFSC reflects our commitment to operating at the

highest standards of regulatory compliance.”

Mesh Partners With Visa to Bridge Digital Asset Balances

Crypto payments network Mesh partnered with payment processor Visa to enable

native digital asset and stablecoin wallet balances to execute fiat settlement across

merchant networks via a provisioned backend Visa credential, allowing consumers to

pay at contactless terminals or checkout online without preloading funds.

“Crypto never had a spending problem — it has a last-mile problem, and until now,

closing it meant getting a separate card,” said Bam Azizi, CEO and Co-founder of Mesh.

“Consumers increasingly expect to use their money however and wherever they

choose,” said Rubail Birwadker, Global Head of Growth at Visa.
