OCC Finalizes GENIUS Act Rule for Payment Stablecoin Issuers
The OCC finalized a new federal regulatory framework (12 CFR 15) placing national bank
subsidiaries, nonbank applicants, and foreign issuers under a unified supervisory

statute.
“The OCC’s final rule carries that landmark legislation forward, providing a clear,
practical foundation for private-sector innovation, competition, and American
leadership in digital assets,” said U.S. Secretary of the Treasury Scott Bessent.

users represent 20% of its 80 million total retail customers worldwide.
Emil Urmashin, General Manager of Crypto and New Bets at Revolut, stated, “Securing
our DLT authorisation from the GFSC reflects our commitment to operating at the
highest standards of regulatory compliance.”

closing it meant getting a separate card,” said Bam Azizi, CEO and Co-founder of Mesh.
“Consumers increasingly expect to use their money however and wherever they
choose,” said Rubail Birwadker, Global Head of Growth at Visa.
